William Cooper Procter Hall, located on the University of Cincinnati's East Campus, on Vine Street and Martin Luther King Jr. Drive, was designed by Woodward "Woodie" Garber (1913-1994) and completed in 1968. In 1962 the college of nursing became its own unit and was named the College of Nursing and Health. As programs expanded, a home was needed to provide classrooms, office space, and a library for the nursing students. Many in the community were interested in providing a building for the college and an organization called the Better Nursing Committee was formed by the efforts of Elizabeth Pierce, R.N. and a former superintendent of Children's Hospital. Miss Pierce, and other interested women in Cincinnati area, created the impetus that provided the funding for the new building. Heading the building project was Dr. Laura E. Rosnagle, dean of the college (1928-1967). Dr. Rosnagle was a close friend of Mary E. Johnston, niece of William Cooper Procter (William Cooper was the grandson of William Procter, founder of Procter & Gamble). Johnston provided over a million dollars for the project and a 1.6 million dollar grant from the United States Department of Health, Education, and Welfare was also used to fund the 5 million dollar building.
